It is with gratitude and pride that we present the Northern Cape Community Education and Training College website to our valued stakeholders. This platform showcases the college's environment and achievements while highlighting the changes on the horizon. In 2018, we identified specific priority areas aimed at enhancing effective teaching and learning, alongside building systemic capacity and operational efficiency within the college.
The College Council has been fully functional and instrumental to our success, consisting of members from diverse sectors, including academia, law, business, finance, and human resources.
Each Deputy Principal reports on the performance of their respective sections at various forums.
We consider ourselves fortunate to have an institution that provides a second chance to approximately 230,226 individuals who have either never attended school or possess limited basic education, as well as nearly 299,544 who lack a Grade 12 certificate. This includes 9% of primary school dropouts and 60% of matriculants (StatSSA, 2013, MDG – Goal 2) in the Northern Cape. The college also serves as a sanctuary for both employed and unemployed individuals seeking to enhance their knowledge and skills.
To establish a credible institution that is accessible and responsive to community needs, the college must innovate in securing resources and building strategic partnerships with various stakeholders. While we have engaged with different role players and partners at various forums, our inclusive, democratically elected governance structure will undoubtedly ensure that college operations align with the best interests of the communities we serve.
As a reliable educational institution, the college is committed to its primary mandate of restoring social justice through quality teaching and learning. Systems have been implemented to facilitate effective teaching and learning at our community learning centres, with Centre Managers providing monthly reports on operational activities and statistics. Currently, the college employs a principal and lecturers at sixty-six (66) community learning centres. Despite challenges in maintaining a full staff complement, the college has successfully met legislative and policy requirements in delivering all basic services. With the anticipated appointment of additional staff, we expect an improvement in teaching and learning performance, paving the way for the institution to become a nationally recognized centre of excellence.
The college has also established collaborative partnerships with two TVET colleges—Northern Cape Rural TVET College and Northern Cape Urban TVET College—as well as the Health and Welfare SETA. Furthermore, we serve as the implementation agency for the MLAB project in collaboration with the Sol Plaatje Municipality, the Department of Economic Development and Tourism, the Department of Science and Technology, MLAB Southern Africa, and Tshipi-e-Ntle to enhance service delivery at our community learning centres. Additionally, an infrastructure partnership has been formed with Tsantsabane Municipality, Construction SETA, ETDP SETA, and Hotazel Manganese Mine Education Trust.
The 2013 White Paper on Post-School Education and Training advocates for the establishment of Community Education and Training Colleges designed for post-school youth and adults seeking to enhance their foundational skills for further learning, improve their employability, and access opportunities in Technical and Vocational Education and Training (TVET) colleges and universities.
To date, nine Community Colleges have been established—one in each province—encompassing 3,279 adult education and training centers. These colleges represent a new type of institution specifically designed for individuals who do not meet the admission requirements for TVET colleges or universities. The government is committed to increasing youth and adult participation in community education and training to one million by 2030.
These colleges specifically target post-school youth and adults eager to strengthen their foundational learning, enhance their employability skills, and create pathways to TVET colleges and university education.
Community Education and Training programs will promote community cohesion and social capital while responding to diverse geographic and sectoral needs and challenges. The policy includes a variety of offerings, ranging from formal literacy and numeracy to a diversified program mix that encompasses formal qualifications, occupational qualifications, partial qualifications, and skills development through partnerships with community-based organizations (CBOs), non-governmental organizations (NGOs), and faith-based organizations (FBOs).
Purpose: To plan, develop, implement, monitor, maintain, and evaluate national policies, program assessment practices, and systems for Community Education and Training.
Programs: Community Education and Training consists of four sub-programs:
Program Management: This sub-program oversees delegated administrative and financial responsibilities while coordinating monitoring and evaluation functions.
Community Education and Training Colleges Systems Planning, Institutional Development, and Support: This sub-program provides support to management and councils, monitors and evaluates the performance of the Community Education and Training system against established indicators, develops regulatory frameworks, manages and monitors the procurement and distribution of learning materials, fosters partnerships for infrastructure and funding, maps the institutional landscape for Community Education and Training rollout, and oversees infrastructure planning and development.
Financial Planning: This sub-program establishes financial management systems, enhances the financial management capabilities of Community Education and Training colleges, manages equitable funding distribution in accordance with established norms and standards, monitors compliance with supply chain management policies, and ensures the timely submission of audited performance information, annual financial statements, and quarterly and annual reports.
Education and Training Development Support: This sub-program oversees curriculum development processes, ensures the creation of quality learning and teaching materials, monitors the implementation of curriculum statements and assessment regulations, supports lecturer development, leads the diversification of programs and qualifications at Community Education and Training colleges, and facilitates partnerships for program diversification.
